With over 36 years in social work, Jon Trzcinski is an experienced professional who can evaluate programs and help make them better. He is experienced in direct services, quality improvement/quality assurance, residential and community programming, policy development, dealing with lawsuits and the development or revision of operational policies and procedures. Much of Jon's work has been as an expert witness in investigations and lawsuits. He has been retained by plaintiffs, defendants and sometimes by mutual agreement of the parties to the dispute.

Since 1981, when Oklahoma first passed its social work licensing law, Jon has been licensed as a clinical social worker by the Oklahoma State Board of Licensed Social Workers. He began work as an independent consultant in 1988 and established his consulting service on a full time basis in 1999. Jon holds a master's degree from the University of Oklahoma's School of Social Work (1978). He has worked with programs in over twenty-five states. CHILD WELFARE
Jon has worked in virtually every aspect of child welfare. With Oklahoma's Department of Human Services (DHS), he worked as a child abuse investigator in Oklahoma City. He was director of an emergency shelter for abused children and an affiliated group home. He has supervised the delivery of services to troubled children and their families. Jon was the administrator of the Oklahoma Department of Human Services' Child Welfare Quality Assurance Unit.
Jon was the liaison to the Federal Court Monitor for the DHS during the last years of Oklahoma's Terry D. v. Rader lawsuit and played a key role in working out the settlement of that landmark case.
Jon worked as the clinical supervisor of the therapeutic foster care program at the Genesis Project located outside Edmond, Oklahoma. The Genesis Project is a small residential facility for pre-adolescent boys who have been sexually abused or are otherwise experiencing severe emotional and behavior problems.
Jon also worked for the Parents Assistance Center in Oklahoma City where he conducted anger management groups for men.
JUVENILE JUSTICE
Jon has worked in and assessed residential and non-residential juvenile justice programs. As Chief of the Residential Services Unit in Oklahoma's juvenile justice agency, he supervised secure training schools and non-secure community residential programs.
Jon was the original designer of Oklahoma's community based residential programs and, for contracted programs, Oklahoma's "levels of care" system that established a multi-tiered service delivery and payment process which is still in use by both the DHS and the Department of Juvenile Justice (DJJ).
Jon was the quality assurance administrator for the Oklahoma Department of Juvenile Justice for several years. Jon served as liaison to the Federal Court Monitor and played a key role in the settlement of the DJJ's portion of the Terry D. v. Rader case.
Jon has been certified by the American Correctional Association as an auditor for the ACA's accreditation program. Between 1988 and 2000 he served as chairperson or a team member on approximately 60 site visits.
TRAINING
Jon is an experienced trainer and public speaker. He has spoken at many national, regional and local conferences. Topics have included innovative children's programming, dealing with lawsuits, popular culture, anger management, social work ethics and quality assurance.
He has made presentations for the American Correctional Association, the Oklahoma Correctional Association, the Southern States Correctional Association, the National Juvenile Detention Association, the National Resource Center for Youth Services, the Child Welfare League of America's Southern Leadership Council and a wide variety of other groups and organizations.
PUBLICATIONS
Jon has contributed numerous articles to such diverse publications as SOCIAL CASEWORK, CORRECTIONS TODAY, CHILD AND YOUTH CARE FORUM, and FREE INQUIRY IN CREATIVE SOCIOLOGY. He has also contributed chapters to three books published by the American Correctional Association and the National Resource Center for Youth Services.
PROFESSIONAL AFFILIATIONS
Jon is a member of the National Association of Social Workers (NASW), American Correctional Association (ACA), the National Juvenile Detention Association (NJDA), the Oklahoma Correctional Association (OCA), the Correctional Accreditation Managers Association (CAMA) and OKCare (Oklahoma Children's Agencies & Residential Enterprises; formerly the Oklahoma Association for Children's Institutions and Agencies). He was a member of the Southern Leadership Council of the Child Welfare League of America from 1997-1999. He was Vice-President of the OACIA from 1984-1986. He served as Vice-President of the OCA from 1988-1990. He was honored as the OACIA's Humanitarian of the Year in 1996.
OTHER SERVICE
Jon is a member of the Sunbeam Family Services' (Oklahoma City) continuing quality improvement committee. He was a member of the Children's Leadership Board of Tulsa in 1999/2000. He also served as a member of the Oklahoma Halfway House Board of Directors from 1976-1979.
Jon was a member of the American Correctional Association's "Facility Design Committee" which published ACA's "Handbook of Facility Planning and Design." He is a current member of ACA's "Children's Initiative Committee."
